CARB Halts Advanced Clean Fleets Bid Amid Shifting Federal Landscape

In a significant policy shift, the California Air Resources Board (CARB) has withdrawn its request for an Environmental Protection Agency (EPA) waiver to enforce the Advanced Clean Fleets (ACF) regulation. This decision, announced on January 15, 2025, effectively halts the implementation of a mandate that would have required fleets to progressively integrate zero-emission vehicles (ZEVs) into their operations.

The timing of this withdrawal is notable, occurring just days before President-elect Donald Trump’s inauguration on January 20. During his campaign, Trump pledged to rescind stringent emissions regulations, including those related to electric vehicle mandates. In anticipation of potential federal opposition, CARB’s move appears to be a strategic retreat to avoid imminent policy conflicts.

Industry reactions have been swift. Chris Spear, President and CEO of the American Trucking Associations (ATA), expressed relief, stating that the trucking industry and American consumers can “breathe a collective sigh of relief” following CARB’s decision. Spear criticized the ACF regulation as “job-killing” and emphasized the need for environmental policies that balance progress with economic viability.

The ACF regulation was a cornerstone of California’s ambitious climate strategy, aiming to transition fleets toward zero-emission technologies and significantly reduce greenhouse gas emissions. With the withdrawal of the waiver request, the future of such state-level environmental initiatives remains uncertain, especially under a federal administration poised to challenge stringent emissions standards.
